A speed build’s most crucial area is stamina.

Strength
--------
Begin by maxing out Rage, with Might and Unstoppable Blow as secondary priorities. Use any leftover points to boost up Berserker. Stop working Rage when it gets to 20-30.

Speed

When you start focus on Lightness, Quickness and Improved reflexes. Keep Frenzied Urge and Head Start close together as secondary stats. Get quickness to 40 then stop working on it. Max out Lightness. Head start is also very useful for speed and gets you some moves. Frenzied Urge is important as well, get it up to 30. Elasticity is not that important but can get your some useful moves, so get it to 25-30 max.

Max out Escape Artist, with Feint as your secondary priority. Don’t work on anything else.

Keep Tireless maxed out, with Pacification as a secondary priority. Get your health to at least 700-800 by level 15 (about 50 Health Points per level).
